The research is to analyze the implementation of the policy on local development plans in Sumenep District, East Java Province, Indonesia and describe the public participation in the local development plans in Sumenep District, East Java Province, Indonesia and then incorporate the application of Saemaul Undong’s residents’ participation in community development. The results showed that the implementation of policies of the local development plans are not optimally implemented as representatives at the village and sub-district level are not proportionate. Public participation functions were not optimal and built closeness was disproportionate in the village and had no portion of public participation in the district level development plan process. Synthesis research results with application of Saemaul Undong’s residents’ participation plan in community development. Where there are two fundamental aspects which, according to the researcher can be applicable in the transformation of Sumenep.
