In modern warfare, stabilization operations as well as military operations, especially securing order through the implementation of martial law, have an important impact on the entire operation. The ROK military experienced a failure to implement martial law due to lack of preparation in the North Korean liberalization zone during the Korean War. In the future, if martial law is implemented in the liberalization zone in North Korea, the government should be able to demonstrate the functions of the governments in the transitional area early. As a result of the special environment that has maintained the unilateral system for a long time since the division, demand for policing will be manifested in various ways and various obstacles will work. The purpose of this study is to find out how to efficiently supervise and supervise the personnel who are selected and operated by government agencies. As a result of the study, organizations and personnel engaged in martial law enforcement should be equipped with the ability to perform effectively in the liberalized area. In addition, the Maternal Headquarters should take the restoration area as early as possible and utilize local resources and defectors with good coordination with the Unification Ministry / Liberal Integration Center.
