This study is designed to examine the policy implications based on the characteristics analysis of abandoned and unfinished buildings in Korea. Key analysis results and implications are as follows. Of the total of 323 buildings excluding the site for lawsuits, two out of three are related with rights-relationship conflicts and located in suburban areas based on the analysis with `right relationship', `location', `usage', `scale' and "progress rate? items. This suggests that most of the nation's abandoned buildings are likely to be prolonged due to their current state of neglect. However, the basis of state financial support and various support measures are insufficient. In order for the government to effectively contribute to securing the safety of the people and improving the urban landscape, neighborhood stabilization, it needs to supplement the policy from three perspectives. First, it is necessary to establish and operate a clear standard for the site of a neglected building with certain conditions to ensure the justification for national financial support. Second, some financial support needs to be laid in place so that the government can take appropriate actions in time for some areas, such as the `emergency maintenance needs'. Third, if there is a limit on conflict adjustment at the local government level, it is necessary to prepare measures to adjust conflicts or take emergency measures at the central government level. Finally, measures to strengthen the duty and penalty of building owners and joint managers are needed to curb the occurrence of unattended buildings.
