The purpose of this study is to examine the difficulties perceived by social welfare facility workers(workers hereafter) due to COVID-19, and to verify whether resilience has a mediating effect in the effects of those difficulties on their mental health. A self-report questionnaire survey was conducted with a total of 316 workers working in domestic social welfare facilities, and the mediating effect was verified after regression analysis. The major results are summarized as follows. First, on reviewing the difficulties of the workers due to COVID-19, it was found that a vague fear of infectious disease management appeared frequently in the personal area, technical difficulties in non-face-to-face services, etc. and pressure for change appeared frequently in the work area, and institutional environments vulnerable in the management of infectious diseases appeared frequently in the institutional environment area. Second, the difficulties of the workers showed a positive correlation with their mental health, and resilience showed a negative correlation with their mental health. Third, resilience showed a partial mediating effect between the workers’ difficulties in their personal area and their mental health. The explanatory power of the foregoing was found to be 17.9%. In summary, it can be said that the difficulties of individual social welfare facility workers due to COVID-19 directly affected their mental health, and resilience indirectly affected the lowering of the level of mental health risks (depression, anxiety, and stress) in the relationship between their personal difficulties and mental health. Based on these study findings, the importance and practical considerations of mental health management and resilience improvement of social welfare facility workers were suggested.
