In this study, the media’s perspective on the payment of the national disaster subsidies to the whole nation, and in the process of policy making and implementation, it was checked whether news reports had own characteristics depending on the newspaper company. The media’s tendency and attitude can have a profound impact on the public’s judgment and opinion. Therefore, the analysis data for the study were set from ChosunIlbo, KyunghyangShinmun and Korean Economic Daily which is one of the newspapers of conservative, progressive and economic newspaper respectively. The newspaper’s report analysis period is one and a half years after the national disaster subsidy was distributed since COVID-19 was reported. According to the study, there was no big disagreement with the principle of providing the disaster subsidy between conservative, progressive and economic journals. However, the following differences were identified: First, the ChosunIlbo raised concerns about the appropriateness of the budget and financial safety due to the huge financial input in relation to the distribution of the national disaster subsidy, which is a universal welfare level. Second, the Kyunghyang Shinmun expressed a tone that was consistent with the government’s policy and keynote, citing the inevitability of the special case of COVID-19 and the current financial stability. Third, the Korea Economic Daily showed a tendency to criticize the efficiency and scale of government financial support, emphasizing that the national financial support was supported based on the market economy logic that emphasizes profits, but it did not stimulate the economy at all. The above study is significant in that it looked at the impact of the news delivery and ripple effects on social and economic policy direction and the decision to pay disaster subsidy and various subsidies in an infectious disease situation.
