上海市“老伙伴”互助养老的发展困境及对策

随着中国老年人口数量的日益增长，老龄化进程加快，随之产生的养老问题将会更加严峻. 值得注意的是，老年人对生活照料、医疗保健、康复护理、体育健身、文化教育、精神安慰等方面也有了更高的追求. 互助养老作为社区养老的补充，更侧重于老年人群体的互相帮助与彼此慰藉，是近年来兴起的一种新型养老模式，也是积极老龄化理念的体现. 国外进入老龄化社会比较早，关于互助养老的研究和实践也比较早. 经过多年的发展和实践，积累了一定的成果，也形成了诸如美国的国会山村，德国的“多代屋”，日本的“铃之会”，法国的“芭芭雅嘉”等为代表的互助养老模式. 中国在在探索互助养老的过程中也形成了几种有代表性的模式，例如：江苏姜堰市的时间银行、河北肥乡的幸福院、青岛四方区的据点活动、上海的“老伙伴”结对子等. 其中，上海市的“老伙伴”计划作为互助养老新模式的典型，自2012年起实施至今，虽然取得了一定的成效，但也面临着些许困境. 通过系统的梳理和分析“老伙伴”计划的发展历程和现状，提出了合理性的建议：丰富互助内容、完善法律法规、加强志愿者队伍建设以及加大专项资金投入，引入多种互助养老模式. 本文研究为中国社区互助养老模式的发展提供理论基础与经验, 有利于构建多样化的养老服务体系.

With the increasing number of the elderly population in China and the acceleration of the aging process, the resulting edlerly care and welfare matters get more severe. It is worth noting that the elderly have a higher pursuit of life care, medical care, rehabilitation care, physical fitness, cultural education, spiritual comfort and so on. Mutual assistance for the elderly, as a supplement to community elderly care, focuses more on the mutual help and comfort of the elderly. It is a new type of elderly care model that has emerged in recent years, and it is also a reflection of the concept of active aging. Since many developed countries entered the aging society much earlier than China, significant insights can be drawn from their research and practice on mutual assistance. After years of experimenting with theoretical development and practice, a number of mutual aids model such as the "Capitol Hill Village" in the United States, the "Multi-generation House" in Germany, the "Suzuki Club" in Japan and the "Baba Yajia" in France have been established. In the process of exploring mutual assistance for the elderly, China has also developed several representative models, such as Time Bank in Jiangyan City, Jiangsu Province, Xingfu Home in Feixiang, Hebei Province, stronghold activities in Sifang District, Qingdao, and "old partners" in Shanghai. Among them, Shanghai's "Old Partners" program has drawn a special attention as a new representative mutual assistance model for the elderly. Since it began to be implemented in 2012, it has made substantial achievements while also facing some difficulties. By analyzing the development history and current situation of China's mutual aids program in general, particularly based on the Shanghai’s experiences of the Old Partners program, this study put forward some suggestions for solving the difficulties in the practice of the plan: Enriching the content of mutual assistance, improving laws and regulations, strengthening the construction of volunteers, increasing special funding, and introducing a variety of mutual assistance models. The discussion and implications of this study will provide many concerned communities in China with insights on how to develop their own mutual assistance program for the elderly, which is conducive to the construction of a diversified elderly care service system.
