Icheon, a city in Gyeonggi, consists of 14 areas. This study has developed a regional balanced development index using 29 variables to measure the level of disparity among the 14 areas. The index is derived from four sectors: demographic structure, economic vitality, living environment, and transportation infrastructure. A series of disparity analyses including but not limited to Gini coefficient has identified the most imbalanced sectors(the economic vitality and the living environment), the most vulnerable area(the southern areas), and the vulnerable sectors in each area. This study has also investigated policies implemented by other cities in Gyeonggi to mitigate the disparity within the cities.

The disparity analyses and the case studies suggest policy directions for Icheon to achieve balanced development among its 14 areas. The improvement of the most imbalanced sectors, economic vitality and living environment, should come first, followed by the consideration of relatively balanced sectors, demographic structure and transportation and he continuous financial support plan. More specifically, a large-scale regional development project must be conducted to vitalize the agriculture-based southern areas where conditions are inferior in all sectors, while an increased accessibility to Seoul and neighboring cities may be suitable for the established northern areas. An improved access to public services provided in the adjacent northern areas and an expansion of urban infrastructure would contribute to the western areas where living environment is somewhat weak, and in the eastern areas consisting of inferior and superior area, a policy should be specifically designed for the inferior area not the entire eastern areas to be efficient.
