□ Proposal for the Calculation of Living Wages in Gyeonggi Province in 2023
○ The living wages in Gyeonggi Province in 2023 are derived through basic classification by four standards: the household expenditure, earned income, and household income standards as well as the previous year"s living wages standard. The proposals for living wages in 2023 derived as such are KRW 10,799 (Proposal 1) - KRW 11,608 (Proposal 4)
- Proposal 1 is calculated as KRW 10,799 by adding housing and education costs to the relative poverty baseline.
- Proposal 2 is calculated as KRW 11,094 by adding cultural leisure costs to Proposal 1.
- Proposal 3 is calculated as KRW 11,608 by adding transportation costs to Proposal 2.
- Proposal 4 is calculated as KRW 11,362, including communication costs in the value at which housing, education, and transportation costs are added to the relative poverty baseline.
□ Measures to Expand Living Wages to the Private Sector
○ Institutions suitable in expansion to the private sector
- First priority: Public universities within jurisdiction; medium and large hospitals; banks; and elementary, middle, and high schools, etc
- Second priority: companies and organizations, etc. within the jurisdiction receiving various funding supports from local governments, such as R&D funds, facility funds, and operating funds
- Third priority: social enterprises, female-owned businesses, self-support centers, welfare centers, etc. within the jurisdiction of local governments
○ Methods to promote expansion to the private sector
- First priority: provision of tangible and intangible incentives to institutions applying living wages
- Second priority: efforts to expand the living wage system through agreements with public institutions, companies, and organizations within the region
○ Measures to provide tangible and intangible incentives to institutions applying living wages
- First priority: provide support whereby local governments would compensate institutions and companies applying living wages (especially social enterprises) for a certain portion of the difference between living and minimum wages
- Second priority: promotion of local tax reduction or exemption for institutions and companies applying living wages
- Third priority: granting additional points to institutions and companies applying living wages in funding small- and medium-sized enterprises and subsidizing organizations by local governments, etc
