Report Errors
The global value chain and supply chain are exposing cracks in efficiency and stability due to the hegemonic competition between theU.S. andChina and the COVID-19 pandemic. The damage caused by this highlighted the importance of "economic security". Accordingly, the ‘screening system’ ofmajor countries concerned about the negative impact of FDI on economic security tends to be strengthened.
Nevertheless, the screening systems of countries such as theUnited States, the United Kingdom, the EU, Japan, and China are showing differences due to different backgrounds and purposes. In the same vein, it is also necessary for Korea to properly reflect the policy direction and priorities for FDI in relevant laws and regulations.
FDI screening systems of Korea has a distinction pointwith theUnitedStates, Germany, theUnitedKingdom, and Japan in followings: Those countries focus on regulation rather than promoting FDI,while Korea has set a policy direction to prioritize promotion then screen risk factors in the FDI afterwards. Furthermore, Korea is considering side effects such as inefficiency of the entire economy and the burden of cost and time due to excessive screening on FDI.
In conclusion, the following policy proposals were derived to improve Korea"s FDI screening systemfromthe perspective of economic security.
1) Incorporating laws and regulations related to economic security into one,
2) Supplementing laws and regulations to prevent FDI, which includes economic security hazards, does not deviate fromthe requirements of ‘foreign investment’ under the law.
3) introducing a verification systemfor the start of the screening process by relying on reports.
