Due to rapid technological changes, customers gradually want products with good performance and high value. In the past, this phenomenon is accelerating further with hardware-oriented products gradually producing software-oriented products. This phenomenon is the same in the military, and many measures have been devised to cope with it. Nevertheless, in the case of products that spend a long time on expensive production, such as fighter jets, it is necessary to respond differently from other products, and performance improvement is recommended as one of these methods. The purpose of this study is to derive implications and improve the system by analyzing cases of performance improvement of F-16 fighter jets conducted in Korea. From the perspective of the total life cycle, a roadmap for performance improvement considering from the initial introduction to disposal is established, and when determining how to promote a weapon system, performance improvement of a similar weapon system should be reviewed first. In addition, it is necessary to establish a performance improvement cycle in consideration of depot maintenance or technology development cycle to obtain a technology-based weapon system, and to promote the project so that performance improvement work is carried out in Korea regardless of the source of acquisition. Finally, performance improvement needs to streamline the acquisition process because its purpose is to acquire equipment with new technologies as soon as possible to respond to technological obsolescence. This study makes a contribution in that it improved understanding, focusing on F-16 upgrade program cases that actually occurred in Korea, and suggested improving the preemptive technology-based acquisition system.
