The purpose of this study is to estimate the extra cost that companies beared when employing workers with disabilities rather than workers without disabilities. For this examination, the extra cost in 2021 that employers paid to workers with disabilities was surveyed for 401 companies employing workers with disabilities. The extra cost is comprised of two parts. One is the productivity loss by employing workers with disabilities. The other one is the additional cost which is called special cost to support workers with disabilities by establish facility, equipment or by paying employment management cost due to hiring workers with disabilities. Using the Cobb-Douglas production function, we estimated productivity loss when employing workers with disabilities. Special costs were measured by analyzing survey data.
Monthly extra cost of companies by employing workers with disabilities was 1,132 thousands KRW in which special costs were 301 thousand KRW and the cost of productivity loss was 831 thousands KRW. The estimated extra cost, 1,132 thousands KRW, is less than 60% of monthly minimum wage, about 2,011 thousands KRW, in 2023 which is a little bit higher than estimated extra cost in this research. However, this research recommends that extra cost levied to firms in 2023 would be about 60% of monthly minimum wage with consideration for economic circumstances such as economic growth and high inflation rate.
