According to 「Court Organization Act, Article 55-2 (1)」, the Korean court has “court security management units in the Supreme Court and courts of all levels to maintain the dignity and order of the courts and to protect the court buildings.” This is important in that it is a practical means of realizing judicial independence in order to ensure the functional independence of the judiciary from other state powers in accordance with the principle of separation of powers under the Constitution. It can be seen that advanced countries such as the United States and Germany, which are taking strict power separation under the constitution, operate various types of organizations reflecting the history and characteristics of their courts for the above purpose. Usually, these institutions are separated from the general police of the administration and called the so-called ‘court police’. In spite of accepting such an important role, our court security management team has been operating the court security officer, who is a member of it, not as a general public official, but as a special official with strong irregularity and a tenure official. As a result, due to limitations in status, various and excellent human resources are not secured through open competition recruitment tests even in the recruitment process of public officials. However, the 2nd dan of Martial Arts, which is the qualification for hiring, has a very low social status to be regarded as a professional career standard, and this is the same as there are no special restrictions. As it has not been implemented, it is questionable whether the hiring method is appropriate according to the characteristics of the job. Moreover, it is in a situation where the existing policy in selecting and operating human resources must be fundamentally revised, such as limiting the work of the existing interim manager to its original emergency preparation work and reorganizing the command system through self-promotion of court security officers. Considering that the status of its members is too low compared to the importance of the organization, and that it is difficult to actively administer due to its unstable status, the current recruitment system needs to be redesigned on the premise of selecting talented people. In this study, in order to solve the practical problems of this recruitment system related to the status of court security officers, the selection method and operation status of domestic and foreign security organizations are comparatively analyzed with our court security management units, and through this, the organization can function more efficiently. This paper has a policy-oriented purpose to suggest the overall improvement direction of the recruitment system.
