This study tried to suggest a plan to support local settlement in order to secure the sustainability and qualitative growth of local creators. So, based on prior research on local startup and local settlement, the pathways to local creator was divided into regional inflow type(within the region(regidents or person returning to hometown), out of region) and startup type(pre-entrepreneur, entrepreneur) of local creators, and local creators corresponding to each type Through an in-depth interview with the target, the factors necessary for local settlement were derived. As a result, it was found that the local settlement of local creators consisted of psychological stability from a socio-cultural point of view, business stability from an economic point of view, and local settlement environment from a spatial point of view.
First, from a socio-cultural point of view, within the region type of local creators had sufficient psychological stability, but the out of region type of local creators settled in the region through understanding community culture, respecting the local community and residents, time to become a member of the local community, and locality were found to be the factor of local settlement.
Second, from an economic point of view, entrepreneurship was found to be a factor of local settlement, and this was perceived as insufficient in the pre-entrepreneur type compared to the entrepreneur type. Also, regardless of the pathways to local creator, support by firm’s life cycle was found to be a factor of local settlement in common.
Third, from a spatial point of view, the local settlement environment is important, so the creation of a symbiotic environment and professional manpower support were found to be the factors of local settlement.
Reflecting this, the importance of local governments was raised as a policy support role, and support measures such as locality exploration programs, archiving and sharing of local resources are required.
