This paper targeted cities and counties with a population of less than 200,000 as of 2021, except cities located in the metropolitan area, metropolitan cities, Sejong and Jeju. These 99 cities and counties were studied and analyzed changes in total population over a long period (25 years), increase or decrease in natural population due to birth and death, increase or decrease in net movement due to interregional population movement, and change in population distribution by generation. The population of the provinces continued to decrease until the early 2000s due to the active movement of the population from the provinces to the metropolitan area. The pattern changed from the late 2000s, and population decline was almost eliminated or rather increased. However, around 2018, the local population is starting to decline again. This recent change is different from the decline in local population in the past. Before 2000, the population decline in local small cities was caused by a net outflow of population, not a natural decrease in the population. The net outflow of local population decreased sharply from the late 2000s, and the net inflow of the population occurred in the early to mid-2010. It was hopeful period in terms of balanced regional development. Since 2018, the net outflow of population has begun again to local cities, and the natural population decline is also rising steeply. Although it is an economic term, local is now in a ’population double dip’.
