In this study, with a focus on Yeoncheon-gun, which has the highest proportion of military facility protection zones in Gyeonggi-do, a plan for public use of abandoned military land suitable for Yeoncheon-gun was presented. In addition, a legal and institutional improvement plan was presented to effectively utilize abandoned military land for public purposes. As a result of a survey on the direction of public use of abandoned military land for Yeoncheon-gun residents, they prefer urban development and tourism development, and are aware of the damage caused by the regulation of military facility protection zones. As a urban development utilization plan, the development of housing sites, industrial complexes, recreation facilities, and farming villages were suggested. As a tourism development utilization plan, youth training facilities, working base offices, and film/broadcast locations were suggested.
In order to enhance the effectiveness of the use of abandoned military land for public purposes, legal and institutional improvement plans are presented as follows. First, it is necessary to enact a special act on the utilization of abandoned military land (tentative name) in order to secure continuity of the management and utilitzation of abandoned military land. A system for sharing information on abandoned military land between counties and local governments should be established so that relevant information can be shared only when it is used for public purposes. It is necessary to enhance the efficiency of site utilization by allowing the project operator to directly perform the necessary procedures for site utilization, limited to the case of use for public purposes. Lastly, when establishing a plan for the utilization of abandoned military land, a procedure to collect residents’ opinions should be prepared, and public-private-military cooperative governance should be established in which residents directly participate.
