This article analyzes the conclusion and outcome of 818 plan (1991) to imply and gain historical lessons necessary for “Defence reform 2.0” and future defence reform policies.
The 818 Plan suggested the total connection of three fields: military strategy, military power and military structure. Different from the direction of the 818 Plan, Korea has relied on United States in military strategy, while concentrating on the reform of military structure.
The plan could be enforced due to four main reasons: the duality of environment of national security, the strong will of the President, the structure-centric reform, the legislation of its conclusion.
However, the reform of military structure has not been linked to military strategy and military power construction, which leads to the absence of connection to the defence reform policy of the next Administration. Military authorities need to pay attention to historical lessons of the 818 Plan, and prepare the blueprint of defence reform which will comprehensively connect military strategy, military power and military structure.
