There have always been conflicts of ideas on the relationship between free and autonomous communities in civil society and the democratically elected government. The relationship between the current social economy organizations and the government is no exception. This article examines Karl Polanyi’s ideas on guild socialism and functional democracy and their implications on the governance of the social economy. Karl Polanyi recognized the legitimacy of the democratic government elected by popular election, but did not admit that this election system could represent individual persons, who were themselves universal, having various identities and functions in themselves. Polanyi believed that communities and associations, which represented these different functions of an individual, such as consumer, producer and resident at the same time, would represent them more properly. Therefore, he suggested a committee system, where the state, as the representer of general interests, would discussed with communities, which would represent various functions. Polanyi’s idea provides an alternative solution to the current conflicts between the autonomy of the social economy and the democratic government’s policy coordination.
