This study aims to examine North Korea’s policy on fishery offices, which serve as the basic and core unit of its fishery industry in the Kim Jong-un era. In order to achieve this purpose, 388 articles related to fishery offices reported in the Rodong Sinmun from 2012 to 2020 were reviewed. Among them, 85 keywords that described policy were extracted and 11 clusters were drawn out based on a keyword network analysis. Having restructured the 11 clusters, the policy structure of North Korean fishery offices was estimated in reverse; a policy vision and three major strategies. The policy vision is the “creation of the ‘Hwanggeumhae (Golden sea)’ for improving peoples’ lives.” The three strategies include the “creation of a model with the military sector’s fishery offices in the foreground”, “increase of catch with socialist emulation drives,” and “technical and administrative innovation for the scientific method in the fishery industry.”
