The first purpose of this study is to examine the progress of cooperative farm reforms in North Korea and to analyze the economic effects of these reform policies on North Korea’s economic growth. The second purpose of this study is to suggest the direction of North Korea’s cooperative farm reform in the future, and to find tasks for inter-Korean economic cooperation to realize it.
North Korean cooperative farm reform, which was promoted after the economic hardship in the mid-1990s, focused on the change of farm management system and methods while excluding ownership structure reform. This started in earnest at a higher level during the Kim Jong-un era and stimulates cooperative farm management and the will of cooperative farmers to work.
In order to analyze the effect of North Korean cooperative farm reforms when properly implemented, quantitative analysis is performed using the static general equilibrium model. As a result of quantitative analysis, if North Korea increases the authority to dispose of agricultural products in cooperative farms from the current 40% to 70%, 80%, and 90%, North Korean real GDP will increase to 1.3%, 2.7%, and 4.1%, and the market price of agricultural products will decrease to 1.3% and 2.4%. 3.3%. This suggests that if North Korean cooperative farm reform proceeds more deeply than current level, it can induce economic growth in North Korea as well as a decline in market prices of agricultural products.
This study is the first to empirically analyze the limitations of North Korea’s cooperative farm reform through economic indicators. The results of this study are expected to be used as basis to suggest the direction of North Korean cooperative farm reform in the future. The implications of this study are as follows. First, the economic effect of North Korean cooperative farm reform will be higher when it implements a more aggressive than the present level in terms of management and ownership reform. Second, if the autonomous management authority is expanded to attract foreign investment and joint ventures during the cooperative farm reform process, the opportunities for economic cooperation between North Korea and South Korea will be enhanced. This will be a major driving force of South Korea in realizing North Korea policy for ‘establishing a virtuous cycle of peace and economy through revitalization of inter-Korean economic cooperation’ and ‘realizing the Korean Peninsula New Economic Initiative’.
