In this study, product certification and customs procedures among non-tariff barriers were examined for major ASEAN countries. First, looking at the data published by The World Bank, Malaysia and Thailand rank in the middle in terms of import/export time and cost and Logistics Performance Index (LPI) scores, while other countries are located in the lower ranks. Also, in the certification and customs procedures of each country, it was found that there are many difficulties in certification in Indonesia and Malaysia, and the burden of time and cost related to certification is large. In addition, various related documents such as import declaration form, shipping document, and import price proof data must be perfectly prepared. It is pointed out that the document process for customs clearance is complicated and the customs clearance period is rather long. Vietnam requires CR Mark, a mandatory safety regulation, depending on the product, relevant laws and regulations change frequently and must be checked, and customs clearance may be delayed due to inconsistencies in HS CODE.
On the other hand, in Thailand, customs clearance delays occur frequently due to strict standards for certificates of origin. When customs clearance in the Philippines, customs officers demand bribes (gifts), customs documents are too complex, and customs clearance may not be allowed even if there are minor defects.
