The major purpose of this paper is to explain the role of the Catholic Church in getting the approval of the Republic of Korea (ROK) government from the international society including the United Nations, right after establishing the government in August 1948. Four Catholic leaders (Pope Pius XII, Seoul diocese bishop Ro Ki-nam, Apostolic Delegate to Korea, Msgr. Patrick Byrne, John Chang Myun) played a pivotal role in helping the ROK government get the approval of the United Nations at its third General Assembly in Paris. Pope Pius XII"s decision to send Msgr. Byrne as the first Apostolic Delegate to Korea in 1947 demonstrated that the Holy See recognized Korea as a sovereign and independent nation. Msgr. Byrne which belonged to the US-based Maryknoll Missioners persuaded the Canadian foreign minister to approve the ROK government after strenuously devoting himself to establishing the government in Korea. Following the directives of the papal documents, Bishop Ro Ki-nam strongly advocated religious freedom and persistently campaigned for anti-Communism through Catholic Action as well as consistently supported John Chang Myun"s political activities. As the head of the ROK government delegation to the United Nations, John Chang Myun successfully completed his mission of getting the UN‘s approval of the ROK government with his ardent leadership based on his Catholic beliefs and the help of the Catholic Church"s international network.
