The Intercultural Cities Programme is a network of 147 cities and regions united in the aim of making cultural diversity a source of creativity and prosperity. It was founded in 2008 adopting its principles from the Council of Europe’s White Paper on Intercultural Dialogue, and its methodology from my book “The Intercultural City: Planning for Diversity”. In making cities the driving force, it sought to create a more nuanced and less ideological alternative to the nation-state approach which often polarises migration (positively) as simply a source of flexible labour or (negatively) as a cause of inter-communal strife and terrorism. It seeks to encourage, support and disseminate policy and practical solutions in the process of building thriving social, cultural and economic communities in conditions of ethnic diversity. It proposes mixing and cooperation rather that segregation, recognising difference but building upon points of common interest. My paper relates the foundation of the network, its growth from a European to a global network, its achievements and challenges, and its future prospects.
