In this paper, I have discussed on some problems of social justice that we must consider in developing and using the cognitive enhancing drugs(CEDs). Because many people think implicitly that the use of CEDs is prohibited, those problems are important in following two aspects: Firstly, those problems provide some reference materials to discuss and establish the policy on whether we will remove or not the implicit prohibition order on the use of CEDs. In this paper, I give a conspectus of two theories, one of which is a theory to suppose the thesis that we must regulate the use of CEDs, another of which is a theory to suppose the anti-thesis. Secondary, if a certain social structure makes many people to think implicitly that the use of CEDs is prohibited, then those problems may be connected to an issue of the social philosophy to reflect and criticise our real social structure that makes many people to think so. In this paper, I propose that we can reflect and criticise our realistic social structure by reference to the value-pluralistic society designed by Michael Walzer. In short, it is important that we must not only think over how to minimize the unjustifiable things realized in our society, but also reflect and criticise in what sense our society is the best. In this time expected to be developed many other technologies in addition to CEDs operating on the neuronal system, those problems are very important.
