The purpose of this paper is to provide basic information about the recent condition of immigrants and multicultural families in Japan, and talk about the empowerment of the economically disadvantaged children of multicultural families as discussed in “Beyond the New Horizon: Special Needs in Multiculturalism” at Soonchunhyang University. Our district, the Tohoku area, was greatly affected by the big earthquake and tsunami on March 11, 2011 and the subsequent Fukushima nuclear accident. Faced with a major disaster, multicultural families and their economically disadvantaged children were strongly affected. During the general recovery process from this disaster, many experiments were taken for the support of the disaster affected multicultural families. This report showcases the experience of disaster-stricken areas and derives lessons for supporting the disadvantaged children of multicultural families in times of conflict and disaster.
