This research analyzes the background of exclusionism against Koreans in Japan, when it was accepted, and how such soil was created in Japanese society. War, refugees, and memory are major themes currently receiving increasing attention in Japanese anthropology and sociology studies. In recent years, far right movements characterized by behavior such as hate speech toward minorities have been recognized as a global problem extending also to Japan, where antiforeignism has grown since the 1990s. This is at least partially due to the internet, which creates a safe place to express non-mainstream cultures and opinions. One group that grew rapidly via the internet is Zaitokkai. It is on this the background of antiforeignism that the 2002 World Cup co-sponsored by Japan and South Korea took place after North Korea acknowledged national involvement in the abductions of Japanese citizens. On the other hand, starting from “Hate Korea Wave, A Comic (Manga Kenkanryu),” there are louder voices who insist on xenophobia against Korean living in Japan. In Japan, multicultural community building has been promoted by ignoring the issues of the recognition of history. Hate speech is an expression of hatred for which constitutional regulation is difficult. For example, hate speech is not regulated in the United States. However, the global tendency is to regulate hate speech. I believe that hate speech should be regulated from the viewpoint of personal rights and democracy, and thus I want to prove that it does not violate the Japanese Constitution to regulate hate speech in Japan.
