This article is focused on a policy for the persons with disabilities in the government and private level during the Japanese colonial period. Especially in this article, I studied with the type of reporting detailed and relevant policies and violating of the reality in view of the early stages of research. The historical background shows a variety of policy for the persons with disabilities in the government and private level is located, anything like Jesaengwon(for the purpose of upbringing of orphans and education of blind and deaf), Blind and Deaf department, mental hospital, eugenics movement, rehabilitation center in Sorokdo, Chosenkuhoryong(Social Welfare Policy), and so on. Eventually, the policy for the persons with disabilities in Japanese colonial period was in terms of administration, not in terms of welfare. As a result, it was a dark time in Korea Disabled People’s history. Therefore, it continued to this day and is definitely affecting more and more aspects of life.
