The definition of housing rights and habitat must take into account when we talk about Public Housing Policies. With the adoption of the Universal Declaration of Human Rights (UDHR) by the United Nations in 1948, the idea of housing rights was firmly established. Indeed, both the Colombian and South Korean governments declared in their constitutions the right of citizens to decent housing and the development of housing policies. In South Korea, the desire to attend the housing shortage and to wipe out the informality in main cities came as a result of the Korean war, spurring policies and mechanisms for massive construction. The purpose of this research is to examine and compare the housing policies of South Korea and Colombia, highlighting the presence of Urban Social Housing, in particular, to illuminate the origin of divergent social views compelling the supply of affordable and decent housing for lower-income households. Nevertheless, South Korea has focused on developmental policies that use housing as an engine of economic growth, or accumulation of wealth. In contrast, the Colombian government has been working as the leading actor that directly provide subsidies and assistance to low-income families looking to own a home. However, the Colombian system distributes support based on commercial logic, making the accessibility to a house dependent on the economic level of each family. Besides, despite recognising housing as part of social welfare, the Colombian government allows the private sector also to develop social housing projects. Conversely, South Korea has been making efforts to switch their vision of housing for one more socially oriented. Each country may improve future policies by looking at the similarities and differences between their housing programs.
