This article was planned under series of further studies about city form and city structure of Sejong city. Sejong city was planned under new national paradigm such as decentralization of power and competition for emergent globalism. Sejong city decided holding international competition about urban ideas to pursue this new paradigm. In competition, 5 projects was selected as common winner instead of one first prize. Among them, The City in Thousand cities was the one which had strongest impact on city plan of Sejong. To analyze city form and structure of Sejong means how this radical ideas of competition was analyzed and accepted and embedded in the condition of existing concepts and inertia of city planning in Korea. At first stage of this analysis, this article aims to reveal what’s the deepest meaning of Perea’s project and relate it in the context of western architecture history. To do this, this article tries to comparison study between Perea’s project and La Villette by Rem Koolhass, because it was milestone project after modern architecture and postmodern architecture. Comparative analysis shows these two projects has close similarities in the concept and organizational method. Two projects considered on the flexibility of programs, indeterminacy in program, architecture and city plan. They aimed open filed like architecture having maximum possibility of programs. They also has similarities in the way of using strip elements, and serial connection of them to maximize interference of various events. Overlapping among various elements to generate various places and accommodate various events also was similar way both adapted.
