Recently released development and planning policies are focusing on new urban district or new city development to accommodate increasing development request in the rapid urbanization, which caused severe imbalance of environment, living condition, and economy because of diminishing population and the lacking of social services like education, welfare, and living circumstance in old urban area. The movements to solve this complicate urban issues have been implemented through various policies and projects in advanced countries, but it is just got paid attentions recently in Korea. In the researches for multi-level and mixed-use space developments, compact and high-efficiency urban space relocation became major concerns, but also the demands were being raised for both spatial design and construction technologies. There are many experimental projects intends to maximize synergy effect through re-structuring of existing urban spatial system with a mix of various programs; residential, business, commercial and cultural to ensure spatial demands and efficient usage of urban spaces. This study compared international multi-level·mixed-use projects to explore its characters, and applied on the former KEPCO head quarter site to encourage synergy and interaction with surrounding context. This design study revealed potential multi-level connections between nearby COEX facility and waterfront through the project site, and also proposed a large scale multi-functional public open space which rarely have a chance to be provided in Metropolitan Seoul, by all means, this proposal will be useful to promote discussion for multi-level·mixed-use facility in urban redevelopment projects linked closely with complicate urban settlement.
