This article is focus on the history of so called ‘shamed body’ from colonial period till 2018 in Korea, especially focus on the history of naturalization of the legal system of con-trolling “풍기문란(風紀紊亂/corrupting public moral).” In Korea racial discrimination, sexual discrimination and social discrimination all this structure of discrimination are deeply related historical experience. Excessive control over juvenile and sexual minority is originated specific forms of Korean historical fascism, espe-cially the legal system of controlling “풍기문란(風紀紊亂/corrupting public moral).” The term “the act corrupting morality” is too arbitrary to become a legal standard; these kinds of ‘“undeterminable determinations” became legal terms after 1926 in Germany (as Georgio Agamben figured out) and Japan. After World War Ⅱ, the legal system of con-trolling “풍기문란(風紀紊亂/corrupting public moral)” was abolished as the representative fascist legal system not only in Germany but also in Japan and was reduced to being the so-called ‘“pink industry.” However, in Korea this legal system of controlling “풍기문란(風紀紊亂/corrupting public moral)” was not abolished after liberation but was strength-ened during the Cold War era. During the Cold War era, the legal system of control over “풍기문란(風紀紊亂/corrup-ting public moral” was served as the idea of legitimizing the coercive oppression of individuals’ lives. Although the legal system of control over the “풍기문란” had a decisive effect on Korean society, there has been little research regarding this issue. This lack of research is due to the lack of availability of ‘primary sources, an issue that is relevant to the control over the “풍기문란.” As I point out in my book, 풍속 control is a type of bio-politics regarding “pathos and affect.” One of the important effects of this 풍속 control is constructing “shame work” in-side and outside one’s body. This is the reason why the one who experienced 풍속 control felt the affect of shame. In this sense of shame, forceful oppressive of 풍속 control was transformed into an intimate sense of shame. By doing this, resistance was eradicated from the subject. In that sense, 풍속 control is the governance that tries to eradicate re-sistance of the body in order to incapacitate the subject. In these circumstances, 풍속 control is regarded as the governance regarding “the improper act” or “corruption of mor-ality” that has existed since the colonial period.
