This study aims to provide critical analysis of power supply plan dominated byinstrumental rationality and to propose communicative electricity planning basedon Habermas’ theory of communicative rationality as an alternative planning model. Habermas sees encroachment of instrumental rationality into ‘lifeworld,’ an informaland unmarketized domain of social sphere, by instrumental rationality embodiedin power and market as a crisis of modernity. Thus he anticipates emancipationfrom dominance if the original form of lifeworld can be restored through reflection,discussion, and communicative action. Planning administering modern society has been guided by the rational planningmodel that emphasizes means rather than ends. Fundamental problems of such planningpractice is that it can be used for justification of human alienation andoppression. Further, the legitimacy of objective knowledge advocated by rationalplanning theory is no longer valid in the real world. In response, communicativeor interpretive planning theory were suggested as a reflective alternatives. This approachviews that the knowledge is constructed through the process of social interpretationinstead of being acquired by exploring the facts objectively exist in theexternal world through scientific methods. In this regard, planning is a social processwhere individual’s thoughts, value, and action are actively constructed. Power supply plan based on instrumental rationality reveals the same problemsparalleling to those modernity has entailed. It is focused on efficiency to achievethe external objective of ‘cheap and reliable supply’ rather than reflecting ends ordirections of the policy. Decision-making process led by experts rejects other valuesand opinions. Linear planning procedures have limitations in dealing with uncertaintyand rationale of objective knowledge becomes unconvinced with distortion by political interests. The implicative policy suggestions from the discussion in electricity planning areproposed as follows: First, public arena for unconstrained discourse is necessary. Second, normative energy scenario should be developed and discussed in this publicsphere. Lastly, flexible planning process that emphasizes short-term and incrementaldevelopment of soft technologies and continuous evaluation and learning arenecessary.
