This paper made an empirical analysis and assessment on the Saemaul Undong Globalization Projct based on the empowerment approach to identify related issues and make policy recommendations. For this purpose, it used a modified analysis framework based on the World Bank Empowerment Team’s Agency-Opportunity Structure Model. The framework consists of six elements(variables) including agency, opportunity structure, interventions, individual empowerment, community empowerment, and outcomes, and it shows the relationship among the elements. The object of this study is eight Pilot Village Projects undertaken by Gyeongsangbuk-do Provincial Government in three African countries(Ethiopia, Rwanda, and Tanzania) since 2010. Using the results of a questionnaire survey of the villagers, this paper conducted structure equation model(SEM) analysis to empirically analyze how and through what paths empowerment variables affect the development outcomes. The result shows that agency and community empowerment are the most influential variables on the outcomes of the project and that even though the villagers lack agency, their empowerment and the project outcomes can be enhanced through well-managed implementation of the interventions.
