In international development communities, Saemaul Undong (New village movement)seems to be conceived as one of the most successful development experiences of Korea. While many attempts to model Saemaul Undong into a international development cooperation program are underway, we are still facing criticism as well as a wide range of perspectives to Saemaul. Nevertheless, there is no doubt that Saemaul has developmental policy implications for developing countries in that it stresses endogenous development through self-motivation, poverty eradication in rural areas, and combination of bottom-up and top-down approaches. This may be a new approach to overcome the shortcomings of assitance-centered ODA. This study aims, through reinterpreting Samaul in a contemporary context, to find out the core values that can be shared in international development cooperation and provide a new approach for internationalizing Saemaul. In particular, introducing the rights-based approach to Samaul, this study demonstrates to what degree Saemaul is able to become a ‘international’ model. Not just transferring the Korean model, this linkage would help to find the possibility for people in developing countries to combine the self-motivated efforts and rights to bring out the real impact in their lives.
