Trust of government research in Korea has been focusing on the central government. The purpose of this study is to examines the conceptual constituent, improvement method of trust in local government and seek for order of priority between alternatives. For purpose of this study, this research is utilized AHP(analytic hierarchy process) methodology. Major findings and their implications are as follows. Firstly, Public official and local government behavior must be changed to improve of trust in local government. Secondly, We can not find a solution of improvement of trust in local government in short time. Governmnet should takes precedence modification of institution for deriving the cultual change
