In the early 2000s, there was a change in the perception of urban vista in Korea and discussions of vista plans by the local governments. Seoul Metropolitan City, 31 cities and counties in Gyeonggi-do, and provincial metropolitan cities are obliged to apply vista guidelines when constructing new buildings through its established basic vista plan. However, when registering an Architectural Information System(e-AIS, Seumteo), the vista guidelines issued by the local governments has no consistency in design variations for the facades of buildings and there is no way to verify such variations which could raise concerns among public officials. As such, they have to count on the subjective judgement by the person in charge rather than objective assessment. To this end, numerical methods through BIM(Building Information Modeling) and related tools can be applied to find a way to numerically verify the variations for facade designs of buildings. The BIM softwares has an advantage in easy revision and editing of architectural books using the three-dimensional parametric modeling. Accordingly, the waste of administrative resources can be prevented by utilizing BIM library for building licenses and permits in the future. Although there are several softwares available, this study used Bentley Architecture software, which is widely used in Korea. Based on the findings of this study, it is suggests to mandatorily supply BIM library in consideration of the total area of buildings, when registering for building licenses and permits to Architectural Information System(e-AIS, Seumteo).
