In the case of pre-service English teachers, there are many cases where awareness of such competency development is insufficient, or they do not know how to teach and evaluate. Hence, in this study, a method to improve the expertise of pre-service teachers' core competency-based assessment is proposed. For this study, prospective English teachers were asked to make English performance assessments and rubrics, and the process and results they made were analyzed. The main results showed that were all well aware that they had to conduct a process-oriented performance assessment and that there was no difficulty in making a performance assessment. In the case of the assessment rubric, items such as 'task performance,' 'content and format', and 'attitude' were included. On the other hand, there were cases where core competencies were not included in the scoring rubric of performance assessment. In addition, even when the core competencies are included, only communication competencies, creative competencies, and community competencies are considered, but other competencies are not considered. Therefore, this study provides a program model in order to improve the core competency-centered assessment expertise of pre-service English teachers.
