In Tokyo, Commercial Activities nearby railway stations has gradually become the “regional center” of residents’ life circle due to its high customer gathering capacity. However, under the development of the “Motor society”, the collapse of the bubble economy, the suburbanization of the retail industry and other reasons, the commercial function of nearby railway stations gradually decreases. Recently, redevelopment is regarded as an important way to realize the regeneration strategy. Although the redevelopment has achieved some success, it also shows some limitations. Based on the data of the retail industry and the interview of the cases, the paper reveals the lack of planning and design, the redevelopment failed to integrate with the existing commercial facilities. And it results commercial shrinking. In general, It suggests the negative impact of the reduction of consumers caused by redevelopment on the pre-station business better. But due to insufficient data, it can not be considered the online shopping，the Competition with neighboring businesses and other factors will be further research topic.
