In recent year, cyber attacks that target to national infrastructure be a frequent occurrence. The response system is needed all over the country. It is necessary to protect cyber terrorism, because national institutions as well as financial institutions and other major Internet-based infrastructure has been operating In Japan, the government and the private sector are working together to prevent cyber terrorism. Based on the IT Law, the Japanese government established the National Information Security Center (NISC) in April 2005 in the Cabinet Office. It was established through the 'Regulations on Establishment of Information Security Center' based on Article 12 of Cabinet Office Organization Order. NISC was responsible for planning and drafting the basic strategy for the information security policy and planning and implementing the uniform and transversal information security policy in the private sector. In May 2005, the Information Security Policy Conference was established in the Strategic Headquarters of the Advanced Information and Communication Network Society for the promotion of the unified and cross- Improving the level of information security of critical infrastructure operators, and strengthening coping capabilities against cyber attacks. Subsequently Japan enacted the Cyber Security Act in 2014, Japan recognized the importance of cyber security and enacted a basic law to build a more systematic cyber security system, prior to the 2020 Olympic Games in Tokyo. Japan is establishing a system to establish and enforce cyber security policies at the government level through the enactment of the Cyber Security Act. In the following, we will examine the progress of the legal system related to cyber security in Japan and the main content and meaning of the recently enacted 'Cyber Security Act'.
