A capital of nation means more than just an administrative center. North Korean government has reconstituted the identity of Pyongyang to match the government's purpose since the liberation. There were two different types of perception of Pyongyang at the time of the liberation. One is the historical pride of “the former capital of Gojoseon and Goguryeo”, and the other is the heteronomous identity of the “Chinese colony”. North Korean government formed Pyongyang's identity focusing on Goguryeo during the rebuilding process of the city after the Korean War. A typical example is that the planning of the “1,530th anniversary celebration of the founding of Pyongyang” on a grand scale in 1957, by taking 427 when King Jangsu moves the capital to Pyongyang as the starting point of the “foundation of Pyongyang”. Their intention was to promote the government by projecting the current North Korean government onto Goguryeo that had grown into a “power of the East” while developing the Taedong River basin. Starting in the early 1990s, however, Pyongyang's historical identity began to focus on “the cradle of human civilization” and “the cradle of nation and state”. It results from the strengthening of North Korea's nationalistic tendencies since the 1980s, as well as from the change that emphasizes not only the cultural aspect of the nation, but also the aspect of kinship. In particular, the excavation and restoration of Mausoleum of Tangun was the event that most closely matches the purpose of the North Korean government.
