The underground space of the city is not affected by the external environment such as the climate and can be used, and is considered as an alternative to complement the saturated space development on the ground. In particular, the city center is well-equipped with urban infrastructure and specialized in functions such as work and shopping, but it is used by many people.However, it is difficult to secure space through the development of the land. This is getting attention. However, the existing underground spaces are created by the development of building units or blocks, and are operated in the form of individual and simple basement floors. This form has become a factor that makes urban underground spaces not interconnected and cannot function as a three-dimensional urban space. In this regard, this study studied the direction of underground space development and network connection plan in Myeong-dong, Jung-gu, which is the central part of Seoul. As a result of analyzing the foreign cases, it was found that it should be promoted to develop the three-dimensional space of the underground and the ground through systematic urban planning, and to promote public-private projects through the SPC project, but it is necessary to secure the publicness of the space. In addition, it was found that the management of the urban planning level was required along with the legal system for the development of underground spaces, the connection of surrounding buildings and underground passages, and the development of underground integration between buildings. This study planned the connection of underground spaces in Myeong-dong, downtown Seoul. First, a survey was conducted for users and merchants around them. Users did not know relatively well about the installation of underground shopping malls and used frequently as a means of walking. However, they were dissatisfied with the inconvenience of vertical movement and the underground space without any features. Although there are many underground shopping malls around the Myeong-dong area, underground spaces are disconnected and there are problems that cannot be connected to adjacent buildings. Nine locations were planned. This plan is expected to help T-shaped underground space network beneath Eulji-ro and Namdaemun-ro to reorganize the pedestrian system in the city center and to utilize the three-dimensional space connecting the underground and the ground. This study presented the basic master plan to activate the underground shopping center and build a three-dimensional walking network through the connection of the disconnected underground space in the city center. However, linking existing underground spaces and creating new ones will require detailed action plans with contextual guidelines and legal reviews. In addition, it is necessary to induce private sector participation in SPC projects and the integration of surrounding basements, and to establish guidelines for the installation and utilization of basement facilities to utilize integrated underground space in the future.
