Since the special act on underground safety was established in 2018, local governments have executed it properly. However there are several points that should be supplemented. This study is to strengthen executive ability of underground safety master plans and to make guidelines for accident prevention.
For the last 5 years, there have been 236 ground subsidence accidents in Gyeonggi-Do. Fortunately the accident numbers have been falling since 2018 and most of accidents have taken place on the roads. The damage of underground facilities such as sewer pipes has been the major reason of the ground subsidence.
A survey has been done for public officers of 31 cities and counties in Gyeonggi-Do. 62.5% of the respondents say that they know the regions of danger for underground subsidence. 91.7% of the respondents want checklists that can be used in weak ground. The survey shows that 75% of the respondents want a hazard map of underground safety
The hazard map of underground safety can be used to find weak ground that should be managed thoroughly. Local governments need to make the map for the safety of residents. In the process of mapping, soil, groundwater and underground facilities should be considered significantly.
A checklist for weak ground should be distributed to the managers and public officials of underground facilities. A form of handbook that deals with check points should be made.
Gyeonggi-Do needs a consultative group that consists of Gyeonggi-Do, cities, counties and public enterprises. They can talk of cooperative underground void investigations, information sharing of underground facilities, and so on.
