In Korean society, human rights were regarded as limited to special targets or fields, but when the National Human Rights Commission of Korea was established in 2001, awareness of the universality of human rights has increased. Then, in 2013, due to the “Namyang Dairy Incident”, the law and institutional system for human rights management in the public sector began to be reorganized. In line with this, various measures to eradicate the values of human rights protection and preservation, such as the revision of the Labor Standards Act, the “human rights management guideline and checklist,” and the “measures to eradicate goads,” were made to take root within the organization. Taking advantage of this, related regulations are introduced as an evaluation index for each public institution to induce human rights management within the organizational system of public institutions to be activated. What kind of cognitive changes were made to the members of the public institution's internal organization by the improvement measures prepared in the legal and institutional way, and fundamentally, it was analyzed whether the introduction of human rights management was effective. This study statistically analyzed the perceptions of 303 institutional members of three local public corporations, and examined whether changes in the human rights management perceptions of the members of the organization had an effect on human rights management within the organization. In the results of regression analysis, work performance was found to be an important factor as a factor affecting the effect of human rights management. In other words, it was analyzed that the direction of the organization in the process of performing tasks such as human rights management education or work level, when operating an institution or conducting business, has a positive effect on the effect of human rights management only when the implementation system and implementation are carried out with the purpose of human rights management. In addition, it was found that the interests of major internal and external customers and stakeholders surrounding local public enterprises have an effect on the effect of human rights management. In particular, it was found that the level of interest of department heads and institution heads in human rights management is an influencing factor that improves the effect of human rights management, and the results of analysis have been shown to recognize that the interest of public institution managers must be accompanied.
