In the course of the self-governing committee system, most of the activities, rather than activating the self-governing system, are not free from the category of hobbies, leisure and program management, and there is no substantial self-governing, such as the advisory role of the town, its head, and other organizations in the community center. This study presented a direction for the future policy of revitalizing the autonomous self-governing by drawing up the causes of the current slump through the analysis of residents' awareness of their participation in the autonomous community activities, the operation of the self-governing program, the finances related to the residents' self-governing activities, and the communication. If the government-led self-governing policy is divided into two causes, the members, the system and the government can analyze them. In this study, the analysis was conducted to analyze how much the characteristics of each member affect the activities of the residents, but the results showed that the individual characteristics of the members do not have a statistically significant relationship with the activities of the residents. As a result, the sluggish government-led self-governing policy requires institutional support to allow local residents to exercise their real self-governing, rather than problems arising from the personal characteristics of their members or from the path they were appointed.
