This study aims to evaluate the performance of the Direct job creation conducted by Siheung-Si and drive the development strategies in the sustainability of Direct job creation. The Siheung-Si is one of the rapidly expanding cities in Gyeonggi-Do; thus, it needs efficient job creation strategies to support the region’s city planning and produce social values to promote the value of Direct job creation.
This study applied various methodologies to investigate the regional characteristics of Siheung-Si; it shows that the manufacturing industry is the key industry in Siheung-Si with high employment power. However, the diversity index indicates that the employment structure in Siheung-Si is limited, implying the job creation policy needs to consider the city’s industrial planning. The participants’ and managers’ overall satisfaction in Direct job creation was high enough to conclude the necessity of Direct job creation in the survey results. In particular, they recognize the positive effects of Direct job creation, such as i) individual income support, ii) enhancing the likelihood of the job market transition, iii) creating social value, iv) more job creation, v) supporting the city’s industrial planning, etc.
This study suggests the vision and mission of Direct job creation in Siheung-Si with the concept of two-tract strategies(job guarantee and job market transition). In addition, this study offers three main projects and ten detailed enforcement plans to build the Direct job creation system in Siheung-Si.
