1 Timothy 2:8-15 is one of the most burdensome paragraphs in the New Testament. The reason for it arises from the issue of whether Paul’s exhortation in the paragraph has particularity applicable only at that time or universality applicable today. The main purpose of this paper is that the author reveals the meaning of this paragraph by way of exegesis, recognizing the two characteristics in it. The author examines the overall context of 1 Timothy to which the paragraph belongs, as well as the context before and after the paragraph. Then, the following results are derived: first, the context of the whole letter to which the paragraph belongs is a situation of public worship. The conjunction ?ο ν in verse 8 shows that the context of prayer, mainly dealt with in 2:1-7, continues in 2:8-15. The situation of prayer in public meetings that began at 2:8 continues through the adverb ??σατω? in 2:9. Second, Paul exhorts men and women to live a life worthy of the people of the new age in situations before and after prayer. Third, in the context of worship, Paul’s exhortation to women is further expanded in light of Genesis 2 and 3. Paul connects 2:13 to Genesis 2 and 2:14 to Genesis 3, insisting on Adam’s temporal priority over Eve. He suggests a kind of principle, applying his role in the family to the church. Finally, 2:8-15 includes both particularity and universality. Nevertheless, the latter is prominent throughout its context. On the basis of these findings, the author reveals that with the universal character of 2:8-15, Paul’s exhortation is permanent.
