Public Service Motivation(PSM) is positioned as the important topic due to the much interest of researchers and the rapid increase of research numbers since the concept of PSM was originally defined by Perry & Wise. Their concept was that PSM was grounded in the public organization and found exclusively among its members. The concept triggered the dispute of the locus of PSM. The core of the dispute was about whether only the members in the public organization had PSM exclusively or not. Many researchers tested the contents of the concept empirically based on the intrinsic and extrinsic rewards. The research results showed that the members of private and nonprofit organizations as well as those of public organization had PSM. Therefore, the original concept was corrected.
