Civil traditional Chinese medical doctor is an important part of the team of traditional Chinese medical doctor in China. With their huge team scale and unique geographical advantages, they have made indelible contributions to the national medical and health industry and national health. After the formation of education system of medical schools, the education of Chinese medical schools has been recognized by the public for its scientific, professional and standardizedcharacteristics.The system of civil traditional Chinese medical doctors trained by traditional methods of mentoring, family transmission, and self-study has been gradually declined. China’s vast rural areas and remote mountainous areas have a large population and serious shortage of medical resources. The state health department realizes that in order to alleviate the imbalance of urban and rural medical resources, they can only rely on civil traditional Chinese medical doctors who should be given legal medical qualifications. There are two main ways for civil traditional Chinese medical doctors to obtain legal medical qualifications: one is to obtain the qualifications of traditional Chinese medical doctors through the qualification examination system, and the other is to obtain the qualifications of people with expertise in traditional Chinese medicine through the qualification assessment system. Under the qualification examination system, civil traditional Chinese medical doctors can obtain the same practicing authority as academic traditional Chinese medical doctors after passing the qualification examination. This is not only unfair, but also easy to cause medical disputes, because civil traditional Chinese medical doctors are lack of theoretical knowledge. In contrast, the qualification assessment system is more suitable for the development characteristics of civil traditional Chinese medical doctors and is conducive to the inheritance of traditional Chinese medicine. Therefore, the author proposes to abolish the qualification examination system for civil traditional Chinese medical doctors, and at the same time modify the imperfections in the qualification assessment system. It is hope to promote the development of civil traditional Chinese medical doctors with a more reasonable and complete system, and form a multi-level traditional Chinese medicine doctor team with Chinese characteristics, and contribute more to the development of traditional Chinese medicine and national medical and health undertakings.
