After the long war, the Northern Wei of the Xianbei, who dominated almost all of North China for more than 100 years, developed the policy of following Han Chinese regulations and customs. In particular, The Xiaowen emperor tried to advocate the Sinicization policy, in which the Xianbei should transform their own way of living into the Han-Chinese style, including their costume. His establishment of the Sinicization policy affected various parts of Buddhist art. The nomads from the outside of northern China could support Buddhism to practice more and to give preference to Buddhist monks. It was possible because they did not have the Confucian ideology and culture as the Han Chinese had. Rather the lack of preconceptions of Confucian culture seems to have been the driving force behind the spread of Buddhism by the Northern Wei. As the Xianbei embraced the culture of other nomads, including the Sogdian, the Tibetans, and others, they solved many problems in the empire with the power and wisdom of other tribes. Based on it, it was possible to make a solid foundation of the international culture in the Tang dynasty. The splendid and aristocratic Tang culture did not suddenly prosper in a day. The multiculturalism, which was established through fusion and inclusion during the Northern Wei by the Xianbei, built a cornerstone for the prosperity of Tang culture.
