In retrospect of 20th Century, the biggest topics of the academic community of political science seems to be the concepts of democracy and rationalism. The democracy, firstly introduced 2,500 years ago, and the rationalism was the product of the Enlightenment in 18th Century, which have jointly affected the birth of liberal democracy. This study deals primarily with theoretical provisions within the liberal democratic thoughts as of confronting the problems. Despite the general agreement on the political benefits of liberal democracy, there is a wide spread feeling that its present systems are not operating satisfactorily. These problems are exacerbated by the growing tendencies towards economic globalization, individualization, and professionalization that lead democratic citizens to de-politicization. The study offers a critical assessment of liberal democratic theory and practice from a normative standpoint. It aims to explain the debate which can be made of the operation of existing liberal democracies from a variety of perspectives. In closely examining the work of Philippe C. Schmitter, “meritocratic governance”, and the theory of “deliberative democracy” by John S. Dryzek, we have reached some conclusions that a key problem seems to be the lack of civic engagement and wide spread apathy about national politics. As a concluding remark, it should be noted that liberal democracy should assume that individuals identify themselves with a political community and have at least some minimal commitment to a shared public realm.
