Before and after the announcement of the 2015 revised social studies curriculum, deep interest existed in the key competencies and skills in social studies education. This interest was reflected in the 2015 revised social studies curriculum, which included an emphasis on competency-based curricula. However, extensive literature exists for exploring whether competencies and skills were properly selected for in the 2015 revised social studies curriculum, whether they were fully reflected in it, and whether they were suitably linked and organized. In this study, we review the relationship between competencies, skills, and achievement standards in the 2015 revised social studies curriculum. We also explore how to systematize and present skills to ensure that they are reflected properly and can be applied effectively to achievement standards. This study finds that the 2015 revised social studies curriculum was inadequate and ambiguous relating to the competencies that were identified within it. Furthermore, although all subjects in the curriculum are social studies subjects, each subject includes different social studies competencies. The skills and achievement standards in the social studies curriculum must be improved by properly systemizing and ordering competencies and skills. This work concludes by providing examples and guidance for exploring the systematization of curriculum competencies and skills.

2015 개정 교육과정 전후로 사회과에서는 다른 교과와 마찬가지로 교과 역량과 기능에 대한 관심이 고조되었다. 그리고 이러한 관심은 2015 개정 사회과 교육과정에 역량과 기능 교육을 강조하는 방향으로 표현되었다. 그러나 2015 개정 사회과 교육과정에서 교과 역량과 기능이 제대로 선정되었는지, 교육 내용에 충분히 반영되었는지, 이들이 잘 연계되어 교육 내용이 조직되었는지에 대해서는 비판적인 견해들이 많다. 이 연구에서는 2015 개정 사회과 교육과정의 일반사회 영역에서 교과 역량, 기능, 성취기준 간에 연계성을 검토하고, 교과 역량을 교육 내용에 제대로 반영하기 위해서 기능을 체계화하여 제시할 수 있는 방안을 탐색하였다. 이를 위해서 2015 개정 교육과정을 전후에서 이루어진 사회과 교과 역량과 기능 관련 연구를 검토하고 2015 개정 교육과정에 제시된 교과 역량, 기능, 성취기준 등을 분석하여 문제점을 살펴보았다. 그 결과, 교과 역량에서는 역량 선정의 적절성, 복합적 역량 제시, 과목 간 교과 역량의 차이 등이 주요 문제로 나타났다. 또한 내용 체계에 제시된 기능은 영역별 기능 제시의 문제, 학교급 및 학년군별 기능의 동일성 문제, 주요 기능에 대한 누락 등의 측면에서 개선이 필요한 것으로 나타났다. 한편 성취기준에 사용된 기능 술어를 분석한 결과, 성취기준에 제시된 기능 술어의 제한적 활용, 체계화 및 위계화 문제 등이 나타났다. 이상의 분석 결과를 바탕으로, 이 연구에서는 교과 역량 및 기능의 체계화 방향을 탐색하고, 사회과 교과 역량과 기능 개선을 통하여 체계화 방안을 마련하였다. 이를 통해 교과 역량 선정, 내용 체계의 기능 제시, 성취기준의 기능 술어 사용에 가이드라인을 제시하였다.
